February 2006 Real Estate Statistics

King County

Residential sales volume for February 2006 increased 45% from January 2006

All Sales vs Year-to-date 2005

- Residential sales volume: up 44% to $854 million
- Residential transactions: up 19% with 2,464
- Mobile home sales on land: up 21% to $16 million
- Plexes (2-5 units) sales: up 14% to $17 million
- Land sales: up 239% to $156 million
- Average residence: $347,021, up 21%

Capital Gains Tax Information

With tax season upon us, now is a good time to discuss the Taxpayer Relief Act of 1997. Tax and relief are rarely used together, but in this case it’s true and most homeowners can benefit from it at some point. What this act refers to is the exclusion of capital gains on the sale of a principal residence, which simply put, is the tax benefit associated with selling a home.

Here are some facts regarding capital gains:

• An individual may exclude from income up to $250,000 of gain realized on the sale or exchange of a residence. The exclusion increases to $500,000 for joint filers.

• For any gains incurred above the $250,000 and $500,000 limits, homeowners are taxed at the 15% capital gains rates.

• A common misconception is that in order to avoid paying capital gains you must roll over the gain into a more expensive residence—this is not true. The Act allows homeowners to choose the type of housing they want without worrying about the tax consequences.

• Home sellers can take advantage of the tax benefit once every two years.

• You must own and occupy the residence for a minimum of two of the last five years from the date of the sale. For example, if you sold your home on March 1, 2006, the law states that you are required to have lived in that residence for two years (not consecutively) between March 1, 2001 and March 1, 2006. * Under Section 121c of the Internal Revenue Code there is an exception to the five year allotment rule which allows for partial exclusions of capital gains where the sale is because of a change in place of employment, health, or unforeseen circumstances.

• Properties intended solely for renting are exempt from this tax benefit, although rental and vacation homes can qualify if they have served as a primary residence for the homeowner during the five year allotment.

The basis of the Taxpayer Relief Act of 1997 was to streamline the system, giving homeowners greater flexibility without having to make home buying and selling decisions based primarily on tax considerations.
